Ayikoi Otoo urges Executive, Legislature to halt Ag. CJ’s vetting and respect court process in Torkonoo’s case

Former Attorney General, Nii Ayikoi Otoo, has advised both the Executive and the Legislature to respect the authority of the Judiciary and allow due process to take its course in the latest legal action filed by former Chief Justice Gertrude Torkonoo before vetting and appointing Justice Baffoe-Bonnie as the next Chief Justice of Ghana.

Speaking on JoyFM’s Top Story on Friday, October 17, Mr. Otoo said that while the President has acted on the Pwamang Committee’s recommendation regarding Justice Torkonoo’s removal, her new application challenges the grounds on which the decision was made.

He noted that in a country governed by the rule of law, the three arms of government must respect each other’s boundaries and avoid interference in matters pending before the courts.

“In terms of respecting the separation of powers, and not to interfere with the pendency of a matter which is before the court, both the Executive and the Legislature must stay their hands while the case is pending,” he said.

He added that the current judicial process is not an injunction but a judicial review application, which the courts can determine without taking lengthy evidence.

“After all, it is a judicial review application, and when the statement of case is filed, the parties can rely on the sequence of it, and the judges can then rule without necessarily taking evidence, which will take a very long time. 

“So, if they want to respect the boundaries of authority, I don’t think anything would prevent them from doing that.”

Mr. Otoo stated that allowing the court to rule on the matter would demonstrate institutional respect and reinforce Ghana’s democratic principles.

“In a country of rule of law, the three arms of government are equal and the one who respect the boundaries of authority exercise rights.

“And therefore, one would have thought that when a matter is pending, both the president and the legislature would want to constrain themselves and hold on and allow the courts to determine the matter,” the former Attorney General said.

Alan Kyerematen proposes 1-year mining ban to end galamsey “once and for all”

The leader of the United Party (UP), Alan John Kwadwo Kyerematen, has proposed a one-year nationwide ban on all small-scale mining activities, stating it is the only practical way to end illegal mining, popularly known as galamsey.

Speaking in an interview on TV3’s New Day on Friday, October 17, Mr. Kyerematen said that while there is clear political will to tackle illegal mining, government efforts have lacked a comprehensive, resource-oriented strategy.

“It is clear that there is political will to get things done, but unfortunately, they have not been able to articulate a comprehensive and resource-oriented strategy and policy framework,” he said. “The things being done now are not entirely consistent. The government has to come to terms with how they can decisively deal with it.”

Mr Kyerematen explained that the complex nature of galamsey makes it nearly impossible to distinguish between legal and illegal small-scale mining operations

To address this, he said the government should impose a one-year temporary ban on all forms of small-scale and community mining.

“The nature and character of galamsey make it difficult to distinguish between legal and illegal operations. When you impose a total ban and enforce it for one year, the issue of legality does not arise,” he argued. “During that period, all licenses should be suspended and audited. Those found to have used their licenses properly can be reinstated after the ban.”

Mr. Kyerematen added that the proposed ban would allow the government to restore polluted water bodies and rehabilitate affected mining areas within the one-year moratorium.

“This is not just about imposing a ban for its own sake. Within that year, we must restore our rivers and water bodies and ensure that proper mining practices are established before resumption,” he stressed.

While acknowledging the government’s commitment to addressing the menace, Mr. Kyerematen said the measures being implemented were not far-reaching enough to produce sustainable results.

“The government has the will to try and get something done, but it is not going far enough,” he said. “This matter is so serious that the government must act decisively and not simply wait for policies to work over time.”

The former Trade and Industry Minister revealed that his proposed 10-point plan under the Ghana Transformation Programme (GTP) outlines a clear strategy to combat galamsey. He urged the government to adopt some of the ideas in his framework, which he described as practical and results-driven.

“I’ve spoken about this and put it out in the media. My 10-point plan under the GTP clearly outlines what must be done to stop galamsey,” he said.

On the 24-hour economy, Mr. Kyerematen described the government’s proposal as a sound idea but criticised its implementation. He said it should have been built on the foundation of the One District, One Factory (1D1F) initiative launched under the previous NPP administration.

“The principle behind the 24-hour economy is sound, but implementation is everything. The government should have continued from the 1D1F initiative, which had about 300 companies benefiting. Those firms could have been the first candidates for the 24-hour economy,” he explained.

Mr. Kyerematen also lauded the government for maintaining some fiscal and monetary consistency but called for stronger efforts in industrialisation and revenue mobilisation.

“You can see policy consistency between the Ministry of Finance and the Bank of Ghana, and that is commendable. But we must sustain it and focus more on industrial development, which is where the jobs will come from,” he added.

The CJ’s seat not a fixed traditional stool occupants can claim as a right – Ansa-Asare to Torkornoo

Former Director of the Ghana School of Law, Kwaku Ansa-Asare, has criticised former Chief Justice (CJ) Gertrude Torkornoo’s latest legal action challenging her removal from office, stating that the position of CJ is not a personal entitlement or a traditional stool one can claim as an infinite right.

Speaking in reaction to the latest legal action seeking to halt the vetting and appointment of Justice Baffoe-Bonnie as her successor, Mr Ansa-Asare said Torkornoo’s conduct shows “emotional imbalance and immaturity.”

He explained that the former CJ’s challenge holds no legal weight under Ghana’s Constitution.

“She must realise that the seat of the Chief Justice is not a fixed traditional stool that the occupant can claim as a right,” Mr. Ansa-Asare said.

“Once the Pwamang Committee has submitted its report and the president has accepted the report and the recommendations contained in it, they cease to be primary findings; they now become the decision of the president, and the decision of the president was taken in accordance with the constitution.”

He explained that Article 146 (1–11) of the 1992 Constitution gives no individual the right to question the President’s acceptance of the recommendations of a committee investigating a judge’s removal.

“A former Chief Justice must understand that she is bound by the Constitution. If she does not appreciate the CJ removal process, if she cannot respect it, then she’s only demonstrating that when she was appointed, she was immature.

“..She must know that, in law, she cannot resurrect the case. The president has acted within the confines of the Constitution,” he stated.

Mr Ansa-Asare further argued that Madam Torkornoo’s attempt to stop the President from nominating a new Chief Justice amounts to obstructing a constitutional duty.

“The nomination of the CJ is not a presidential privilege, it’s a constitutional duty that must be performed. ..Therefore, her latest action is flawed, and it will not go anywhere,” he said.

The former CJ’s application at the High Court seeks to quash all proceedings of the Justice Gabriel Scott Pwamang Committee established under Article 146 to consider petitions for her removal.

The former CJ is also asking the court to set aside all proceedings conducted by the Committee tasked with investigating petitions for her removal. She is also requesting that the Presidential Warrant that removed her from office be declared unlawful, null, void, and of no effect.

The development comes as the Appointments Committee of Parliament prepares to vet Justice Baffoe-Bonnie.

Ghanaian goalkeeper Richard Ofori says his focus remains firmly on his performances for AmaZulu, even as he keeps one eye on a potential return to the Black Stars ahead of the 2026 FIFA World Cup in North America.

In an interview with iDiski Times, the 31-year-old admitted that the dream of representing Ghana on the world’s biggest stage still burns brightly, but he understands that only consistent performances can open that door again.

The former Orlando Pirates shot-stopper revealed that he hasn’t recently spoken to national team coach Otto Addo, though he emphasised there are no hard feelings.

He explained,

No, I haven’t spoken to the coach recently. But before, he used to check on players. He’s a good man. He hasn’t abandoned anyone; he’s just focusing more on those actively playing, especially with how intense the qualifiers were.

For now, Ofori’s priority is clear: to help AmaZulu climb the South African Premier League table and prove he still belongs among Ghana’s elite goalkeepers.

Ghana Stammering Association commemorates International Stammering Awareness Day (ISAD) 2025

The Ghana Stammering Association (GSA) has joined the global community to commemorate International Stammering Awareness Day (ISAD) 2025, celebrated under the theme “A Diverse Stammering Community Meeting Challenges with Strengths.”

In a statement issued ahead of the October 22 commemoration, the Association said this year’s theme calls on all persons who stammer, their families, educators, speech and language professionals, and society at large to embrace the diversity within the stammering community and to view stammering “through a lens of strength, connection, and growth.”

“Stammering is often understood only through the challenges it brings — moments of struggle, frustration, or misunderstanding,” the GSA noted.

“Yet within these experiences lie profound opportunities to cultivate resilience, empathy, and authenticity in communication. Every person who stammers has a unique story, shaped not only by difficulty but also by courage, creativity, and community.”

As part of the observance, the GSA encouraged people who stammer to share their personal journeys, reflecting on both their hurdles and achievements. The Association also urged parents of persons who stammer to share their experiences — what has worked, what has not, and the hope that keeps them going.

“We call on Speech and Language Therapists (SLTs) to share their insights from walking alongside clients through challenges and triumphs alike. And we invite children and teens who stammer to share their voices boldly. What do you wish others understood? What can we all do to make the world a little kinder, a little more patient, and a lot more inclusive?” the statement added.

The Association said ISAD represents more than a single day of awareness; it is a global movement for inclusion, understanding, and empowerment.

“We believe that by recognising both the struggles and strengths of stammering, we build a society where people who stammer are not defined by their speech but celebrated for their humanity,” the GSA stated.

The Association called on the public to show greater empathy and support, saying: “Together, let us move forward with awareness, empathy, and confidence, meeting our challenges with the strength that lies within our diverse and powerful community.”
